Amara’s Law for law

Adriana flagged up this quotation in her Furl feed:

We tend to overestimate the effect of a technology in the short run and underestimate the effect in the long run.

Replace the word ‘technology’ with ‘law’. (This bit of wisdom, as it happens, is called Amara’s Law. I’m talking legislation, though.) I’m certain it’s not an original thought, but I don’t think it’s been expressed before as a (non-legislative) law. If I’m wrong, do tell me.
