Need help with windows

For once, it’s not a Microsoft problem.
This building is 117 years old. The landlord is not allowed to replace the windows, for the usual stupid, evil planning and conservation reasons. The upshot of this is that, all summer, my air conditioning was running itself ragged to try to cool this drafty place down (and usually failed when it came to the front room, which is on the corner of the building).
But air conditioning doesn’t cost as much to run as the heating does. Now that cooler temperatures are upon us, I really want to get these windows sealed or something. I am beyond pissed that we can’t just put in normal storm windows, but my anger isn’t keeping me too warm at night. (I’ve elected not to turn on the heat until the windows are sorted, so I’m currently wearing several layers of clothing and wrapping myself in several blankets every evening. Don’t even get me started on the fact that the “hot” water only heats to lukewarm.)
I know that lots of able DIYers read me, and all your suggestions re insulation would be most welcome.

Go to the hardware store and ask about 3M Indoor Window Kit. The kit contains double sided tape and a section of film. Apply the tape around the outside of the window frame, then apply the film to the double sided tape; over top the window. The last step is to take a hair drier to the film and “heat shrink it”, getting out the wrinkles.

Will this mean I can’t see out of my windows? I’d like to avoid that.
It’s a clear film (not frosted), so yes, you’ll be able to see out your windows.
That’s ideal, Ross! I’ll let you know how I get on. (Would it be cheeky to ask my landlord to pay for it, and to get his workers to apply it? I feel it’s the least he should do.)
