People behave badly to the extent that they are indulged and allowed to get away with it by others. Treat people as fully responsible for their behaviour and their behaveior will approve accordingly. Where thay have imposed costs on others then they should be made to pay full restitution. Treating them as stupid and immature only engenders stupid and immature behavioural traits.
